Halkett was celebrated for his images of Liberal Prime Minister William Gladstone, this one drawn on the back of a pencil study for 'The Elves and the Shoemaker' Illustrations. In 1882 Gladstone's government passed the Arrears of Rent Act which cancelled the overdue rents of impoverished Irish tenants. This legislation incensed landlords who considered that their property rights had been abused. Here, a wealthy landlord is unaware that a poor Irishman (in the guise of Gladstone), with a truncheon inscribed 'ARREARS BILL', is removing a piece of paper marked 'RENT' from the gentleman's tailcoat pocket.
