pen and brown ink on laid paper prepared with a brown wash (Rijksmuseum is investigating Rembrandt's corpus of 'toned' papers to see how many are intentional, but his finished landscapes do tend to be on brown paper, per presentation given by Ilona van Tuinen and Leila Sauvage at 2020 symposium. Here the verso is starkly whiter, and under the miscrope, added pigments are visible in the recto paper fibres).
