This is a design for a print, plate 8, one of 40, in Rowlandson's World in Miniature: consisting of groups of figures, for the illustration of landscape scenery (see Metropolitan Museum of Art, New York, 14.49.2(8). There is another drawing of a smock race by Rowlandson in the British Museum (1876,0708.8), undated, which was printed in reverse by Tegg in 1811.
